Fact check: Is Adani group a Modi government creation?

Recently, Adani group has been projected to be some sort of a Modi government creation. This is not just true about the international media post the stocks downturn, but also in the way vested Indian interests have commented.

What is the reality?

Adani saga began in 1985 when Rajiv Gandhi govt put PVCs in open general license category. PVC was main raw material for Adani family’s plastic business. Adani negotiated a deal with Gujarat State Export Corporation (Congress govt) to import PVC thus earning huge margins.

Flush with profits from PVC business, flagship Adani Enterprises was born in 1988 & listed in 1994. Main business of Adani then: initially import/export of commodities and then soon it became India’s biggest coal trader & coal mining contractor. All under Congress govt.

Next phase of Adani growth came in 1995. Unsuccessful partnership with Cargill to farm salt gave Adani unused 7,000 acres of land in Mundra. With ports liberalized in 1991 by Narasimha Rao govt, Adani entered a deal in 1995 with Gujarat Maritime Board to develop Mundra.

The Mundra port, that Adani started under Congress government, soon became operational. MT Alpha-2, a 1982 built product tanker of 4671 DWT capacity- became the first small tanker ship to have anchored at Mundra Port on 7 October 1998.

First phase of Mundra port completed in the year 2000 itself by which time Adani had already invested over Rs. 3,700 crores. In fact Mundra became a model to develop other ports like Pipavav, Dahej and Hazira under BOOT model of 1997.

Then came UPA Government under Dr. Manmohan Singh. Between 23rd June 2006 & 11th August 2008, UPA approved six SEZs of Adani group in Mundra. All these 6 approvals were merged into one vide S.O. number 1365 (E) of 27th May 2009 with additional land grant of 258.2112 Ha.

Adani’s mining & power generation operations also got their boost during UPA period. The MDO operations first commenced commercial operations on April 8, 2013 under its agreement with Rajasthan power utility. Then government in Rajasthan – Congress.

But much before 2013, in year 2010 itself,Adani group had acquired Carmichael coal mine in Australia, which subsequently faced lot of environmental issues. This international foray took place when central government was of UPA under Dr. Manmohan Singh. But this was not all.

That same year 2010, Adani group signed agreement with Indonesian government mining company PT Bukit for 60% rights over it coal reserves in lieu of Rs. 7,500 Cr investment. Govts of Maharashtra & Odisha also signed MDO agreements with Adani group.

Adani’s group’s plans to emerge as India’s leading power producer were reported in 2008 itself, when UPA was in power. The plans in 2008 included investment of Rs, 45,000 Cr over next 5-7 years to set up 10,000 MW generating capacity.

The first unit of 4,620 MW coal-fired mega thermal plant at Mundra was commissioned in 2009 itself when UPA was in power. By 2011, Adani group had already emerged as India’s leading private thermal power producer surpassing Tata, Reliance & Essar.

Even in renewables, Adani group has set up and commissioned its first solar powered plant in January 2013 itself, again while UPA under Dr. Manmohan Singh was in power at center.

What do all the above links and Adani group’s expansion pre-2014 prove? That the Adani group was already a multi domain mega conglomerate much before 2014; that it had gained approvals across sectors under UPA government and charted future growth plans basis these.

Post 2014 policies of Modi government have helped Indian businesses expand across all domains – fact reflected by more than doubling of the BSE index or the exponential growth in Startups & Unicorns. Adani group’s growth post 2014 is part of same across-the-board phenomenon.

It is not as if post 2014, opposition governments have not courted Adani to leverage the groups’ strengths. Bengal CM

But this is not all. There are innumerable examples of non-BJP governments welcoming Adani group in their states for investments in multiple industrial development projects. From Chhattisgarh to Punjab and from Rajasthan to Jharkhand, the list is all encompassing.

To sum up, the spin by international media, aided by perennial Modi haters, has inverted history once more. Adani Group made its entire name during Congress rules under multiple PMs – from Rajiv Gandhi to Manmohan Singh. Post 2014, it has flourished as rest of India has.

The emergence of the Muslim League on the political horizon and the open patronage that the British extended to it came as a challenge to the Congress. Hitherto the Congress had projected itself as the collective voice of all the Indians. The earlier efforts to create a rift between Hindus and Muslims and distance Muslims from the freedom struggle did not succeed much. After the formation of the Indian National Congress in 1885 a big section of the elite Muslims too joined it and started working with Hindu leaders.

In fact, the first war of Independence in 1857 was fought against the British by Hindus and Muslims together. After the war, the British had come down heavily on the leadership of both the communities. The failure of the 1857 war and the subsequent brutality of the British had a different impact on some of the eminent Muslims, including the renowned Urdu poet Ghalib and the distinguished Muslim educationist Sir Syed Ahmed Khan. Both had firmly believed that it was a mistake on the part of the Muslims to join hands with the Hindus against the British.

Syed Ahmed, who had once proclaimed that everyone living in India, irrespective of his religion, was a Hindu, became a staunch critic of the 1857 war. He was in Bijnour at the time of the insurrection. While the Nawab of Bijnour participated in the war against the British, Syed Ahmed was busy arranging for the security of the British in Bijnour. He told the Nawab that “nobody can challenge British sovereignty over India”. After the war, Syed Ahmed took it upon himself to mobilise Muslim support for the British. He started an organization by the name ‘Loyal Muhammadans of India’ and published stories of those Muslims who had helped protect the British officers and their families during the war. Syed Ahmed was one of the earliest Muslim leaders to propagate the thesis that Muslims were a separate community and they should be careful in protecting their separate identity from the Hindus. He also branded the Congress as a Hindu Bengali Party. Syed Ahmed had founded Aligarh Muslim University and focused on educating the Muslims. Hector Bolitho, the author of a book ‘Jinnah – Creator of Pakistan’ described Syed Ahmed as the first bold Indian Muslim to talk about partition.

Badruddin Tyabji, a renowned Muslim lawyer from Bombay (Mumbai) and his elder brother Camruddin Tyabji became active members of the Congress in the initial years. Badruddin even became the president of the Congress in 1887-88. Responding to the skepticism induced both by the British and leaders like Syed Ahmed among the Muslims about participation in Congress activity, Tyabji would categorically declare, “I, at least, not merely in my individual capacity but as representing the Anjuman-i-Islam of Bombay, do not consider that there is anything whatever in the position or the relations of the different communities of India — be they Hindus, Musalmans, Parsis, or Christians — which should induce the leaders of any one community to stand aloof from the others in their efforts to obtain those great general reforms, those great general rights, which are for the common benefit of us all.

The Congress continued to attract people from all communities. But the rise of the Muslim League as a political entity in 1906 had altered that situation. With the blessings of the British, the League had begun an aggressive campaign with serious communal overtones. A pamphlet called ‘Lal Ishtar’ – Red Pamphlet – was distributed at its Dhaka session in 1906. It called for a complete boycott of the Hindus. Communal tensions began to rise. Bengal witnessed widespread rioting and violence in 1907. The emergence of the Muslim League led to the deterioration of relations between Hindus and Muslims.

Minto-Morley Reforms (separate electorates for Muslims):

The British saw in it an opportunity to exacerbate communal divisions and perpetuate their rule. With a view to placate the rising nationalist fervour in India, the British Government had agreed to introduce electoral reforms to the legislatures. The Muslim League immediately swung in and demanded separate electorates for the Muslims. Muslims used to be nominated by the Congress to several seats. But the League insisted that the Muslims would no longer be at the mercy of the Hindu electorate. Despite the Secretary of State for India John Morley’s reservations, the British Viceroy Lord Minto and Home Secretary H H Risley agreed to grant separate electorates for Muslims under the amended Indian Councils Act 1909. Known in history as Minto-Morley Reforms, these provisions went beyond the electoral arena into administrative and governance issues also. Their discriminatory character had put off a moderate like Gopal Krishna Gokhale who called the reforms as ‘discouraging to all communities except the Muslims’.

The Minto-Morley Reforms came as a shock to the Congress leadership. They realised that the British were luring away the Muslims through concessions like separate electorates and something should be done to keep the Muslims with Congress. The moderate Congress leaders like Gokhale started making the moves. As a first step, the communal electorates which the Congress had opposed initially, were almost accepted in 1912 at the AICC session at Bankipore in Bengal.

Efforts began to cultivate the Muslim League leadership:

Gokhale used Mohammad Ali Jinnah as the midwife in his overtures to the League. The Aga Khan was approached in London with a shockingly strange request to become the President of the Congress in 1911. He did not agree. But Jinnah’s midwifing did not stop and efforts continued to somehow pull the League closer to the Congress. The Congress session was to take place at Mumbai in 1915. The Muslim League too had announced that it would hold its sessions there. The Congress had constituted a committee to persuade the League for a joint session. The League leadership did not agree. Surendranath Banerjee, the Congress President that year, had sent a message of ‘affectionate greetings’ to the League leadership on the day of their session. No reciprocal message came back.

Jinnah’s midwifing finally succeeded next year. The Muslim League agreed to join the Congress session at Lucknow in December 1916 on the condition that the Congress would not oppose separate Muslim electorates to the provincial legislatures. The famous Lucknow Pact of 1916, that had paved the way for the Congress and the League to come together, was thus a bargain struck between the two sides.

In their eagerness to win over the League from the British, the Congress leadership had missed the point that they were converting the independence movement into a bargaining chip with the League. They also missed the point that the correct way to deal with the League was by attracting more Muslims into the Congress rather than pandering to the whims of a handful of elite Leaguers. The Congress leadership was in such a trance that a leader of the stature of Lokmanya Tilak was overcome by exuberance and declared the League’s joining the Congress at Lucknow as “Luck Now at Lucknow”.

Thus began the story of appeasement, bargain and outright surrender before the communal forces by the country’s greatest hope for independence, the Congress, that wouldn’t stop for the next thirty years until we reach that point of no return, the Partition of India.

Muslim Appeasement Politics by KCR

Telangana’s Chief Minister Kalvakuntla Chandrashekar Rao (KCR) announced in the state assembly day before yesterday (18 January) that his government will table the long-pending bill to triple reservation for Muslims in education and employment, from the current 4 per cent to 12 per cent, in the upcoming budget session. Additionally, he told the house that he was planning to arm the Wakf Board in the state with judicial powers.

Let’s look at these two issues, how they have panned out so far and why this pandering to Muslims is dangerous, and not just in the constitutional sense.

Tripling Muslim quota

The chief minister has been very keen on increasing quotas for Muslims — it was a key poll promise during the 2014 assembly elections after all, so much so that he wanted to pass the quota bill in a special session of the assembly last year, which was convened in August to ratify the GST constitutional bill. However, his decision met with procedural roadblocks. Telangana didn’t have a Backward Classes (BC) commission back then. Only the commission of inquiry had endorsed the idea. Which wasn’t enough. Only a BC commission can “increase or decrease quotas or make additions or deletions on eligible castes”, as KCR’s BC welfare minister put it at the time.

In October, the commission was set up. Then KCR wanted to introduce the bill in the ongoing winter session, but deferred his decision after Telangana’s Advocate General advised him to do so. The latter didn’t want the bill to be passed in haste only to be struck down by the courts later. He had suggested that “it would be better if BC Commission tours districts to conduct hearings on the Muslim quota and submit a report to the government. Otherwise, it would be viewed as if the panel had drafted the report sitting in Hyderabad, which may face legal issues later.

On 15 December, the commission initiated public hearings on the matter and received about 52,000 representations, most of which supported the enhancement in Muslim quotas, as indicated by the commission’s Chairman B S Ramulu. By the time the budget session begins next month, the commission in all likelihood would’ve submitted its report. It is ready and endorses the Sudhir Commission recommendations. The commission members are waiting for an appointment with KCR. Congress, Telangana Rashtra Samithi (TRS) and Majlis-e-Ittehadul Muslimeen (MIM) have also given official representation to the commission supporting the increase in the quota.

KCR says he is enhancing reservation for Muslims not on religious grounds but on their socio-economic conditions and educational backwardness. This line of argument is obvious. Quotas based on religious grounds are unconstitutional, and will not stand scrutiny in court.

So will KCR succeed in his enterprise? One can’t be sure given the myriad ways in which jurisprudence in the country works. The legal system is confused. In 2004, Y S Rajasekhara Reddy’s Congress government had enshrined 5 per cent quota for Muslims, taking the total reservation in the state to 51 per cent. This was struck down by the Andhra Pradesh high court citing the 49 per cent constitutional limit for quotas. Cleverly, the Reddy government changed the quantum of quota to 4 per cent. This was also deemed unconstitutional by a seven-member bench of the high court. When the matter reached the Supreme Court, it passed an interim order staying the Muslim quota until a separate constitutional bench decided on the matter. The case is still in progress.

KCR wants to avoid the whole legal tangle. He plans to go to the centre directly and ask the Modi government to put the state’s law into the ninth schedule. Laws in the ninth schedule are protected from judicial review. But the centre is unlikely to play ball. The chief minister has his plan sorted out. He will cite Tamil Nadu’s example. If it can give 69 per cent quota, why can’t we, goes the argument.

We will tell the Supreme Court that the Centre had allowed the Tamil Nadu government to implement reservation over and above 50 percent quota limit  prescribed by SC since 1991 by incorporating the state reservations in the IX Schedule of the Constitution. We will inform the Supreme Court that people in Telangana State are also demanding similar exemption. Since TS is also a state in India like TN, I am 100 percent confident that the hike in the Muslim quota will overcome all constitutional and legal issues as there cannot be different rules for different states. If we succeed, we will get quotas like TN. Otherwise, both the states will lose.” – (Source: Deccan Chronicle )

KCR’s confidence (100 per cent, no less) in the ‘rule of law’ is really charming. If he wants to pin his hopes on the apex court’s wisdom, he needs to get in line. Haryana government also wants to put the Jat quota in the ninth schedule. And more important, the 69 per cent quota in Tamil Nadu is not the final word. The matter is still sub-judice.

Judicial powers to Wakf Board

KCR’s insatiable thirst to appease Muslims doesn’t end with a substantial increase in their quota in jobs and education. He also wants to give judicial powers to the Wakf Board. He is wooing the youth of the community with the former, and Mullahs with the latter. His government will introduce a bill in the next session empowering the board. ‘Wakf land is being illegally grabbed’ is the justification behind the move. While he is right on the encroachment of land (out of 1.3 lakh acres in both Andhra Pradesh and Telangana, the Wakf Board claims that 81,000 acres of land is encroached upon), by giving judicial powers to the board, he is barking up the wrong tree.

He has also promised to give back all vacant Wakf lands that were given to multinational corporations by the previous governments. He said:

“A huge extent of Wakf lands have been encroached upon in the city and districts during the undivided AP government. Several land cases have been lying pending for years. Due to the lack of judicial powers, the Wakf Board is not in a position to initiate action against land grabbers or resume lands. We will soon give judicial powers to Wakf Board.” (Source: Deccan Chronicle ).

Very touching indeed. How can the state give power of adjudication to one participating party in a legal battle? This is akin to giving judicial power to an alleged victim over the alleged accused. This is nothing but a step towards injecting Sharia-like laws in mainstream Indian jurisprudence. KCR’s plans threaten to turn the whole idea of the legal system on its head.

But let’s excuse KCR for his outrageous proposal for a second and talk about the rule of law, equality before the law and equal protection of law. Applying his own logic (If Tamil Nadu can give 69 per cent quota, why can’t we?), shouldn’t he give the same judicial powers to temples? There are 20,000 temples in the state (5,000 of which have prominent properties). These temples have about 86,000 acres of land, but more than half of it — 56,000 acres — has been encroached upon. Certainly, they also qualify to be given judicial powers?

But surely, the courts would stop KCR from pursuing his openly communal and common-sense-free politics? One shouldn’t hold one’s breath. Remember, these same courts have allowed communal laws like the Right to Education (RTE), which only applies to non-minorities (mostly Hindus), and given constitutional backing to bodies like the National Commission for Minority Educational Institutions (NCMEI), which by law cannot have Hindu members. These same courts let the Sonia Gandhi-led United Progressive Alliance government overturn their own judgment in the Inamdar case (2005) by passing the 93rd constitutional amendment which sowed the seeds of sectarianism in the education sector.

But all is not lost. Yesterday (19 January), the Supreme Court ruled that churches do not have power to grant divorce decrees, only civil courts do. This means the Indian Divorce Act, 1989 will override the Christian personal law.

One hopes that the courts will not let KCR run roughshod over the rule of law.

PS: On top of it all, KCR has also increased honorarium for imams and mauzams from Rs 1,000 to Rs 1,500 per month. He has also announced that the state government will bear the cost of all self-financing courses in minority degree colleges.

Nehruvian secularists were outraged when KCR allowed his guru to sit on the chief minister’s chair for a few seconds (which was mere symbolism), but are nowhere to be found when he is openly flouting the basic tenets of secularism. That’s why they have lost credibility. But rest of us must speak up and make it count.

यह षड्यंत्र किसका, और किसलिये?

 समझौता एक्सप्रेस, अजमेर दरगाह और मक्का मस्जिद (हैदराबाद) बम विस्फोट मामले में एक आरोपी, स्वामी असीमानंद , जो अभी हरियाणा की अम्बाला जेल में बंद हैं, के एक कथित बयान ने हंगामा खड़ा कर दिया। उस कथित बयान में असीमानंद ने यह कहा बताया गया, कि समझौता एक्सप्रेस, अजमेर शरीफ आदि स्थानों पर जो बम धमाके हुये उनके लिये, राष्ट्रीय स्वयंसेवक संघ के वर्तमान सरसंघचालक, जो उस समय संघ के सरकार्यवाह थे, श्री मोहनराव भागवत और संघ के केन्द्रीय कार्यकारी मण्डल के एक सदस्य श्री इन्द्रेश कुमार से परामर्श हुआ था और उन्हीं की प्रेरणा से ये धमाके किये गये थे। असीमानंद का यह कथन, ह्यकारवांह्ण नामक अंग्रेजी पत्रिका के 1 फरवरी 2014 के अंक में प्रकाशित हुआ है। यह बयान लीना गीता रघुनाथ नामक संवाददाता को दिये साक्षात्कार का हिस्सा बताया गया है। रा़ स्व़ संघ हिंसात्मक कारवाइयों का पक्षधर है, यह बताना ही इस तथाकथित लेख का मकसद है।

 संघ और हिंसा

हम कई वषोंर् से संघ को जानते हैं और पूरे विश्वास से कह सकते हैं कि संघ का ना सिद्घान्त,ना व्यवहार हिंसा को प्रोत्साहित करने वाला है। हम यह भी जानते हैं कि हिंसा का सिद्घान्तत: गुणगान करने वाली विचारधाराएं हैं और हिंसा का आचरण करने वाले आन्दोलन भी हैं। लोग नकस्लवादी, पीपुल्स वार ग्रुप, लश्कर-ए-तैयबा, हिजबुल मुजाहिद्दीन, सिमी आदि नामों से चलने वाले हिंसात्मक आन्दोलनों से परिचित हैं। संघ का कार्य आरम्भ से ही राष्ट्रीय चरित्र सम्पन्न व्यक्ति निर्माण का है, जिस में हिंसा का कोई स्थान ही नहीं रह सकता। यह बात, जिन्होंने अपनी आंखों पर द्वेष के चश्मे नहीं लगाये हंै, ऐसे सब लोग भली-भंाति जानते हैं।

सुनियोजित षड्यंत्र

उपरोक्त समाचार की पृष्ठभूमि पर यदि हम गौर करते हैंं, तो यह समझने में देर लगने की आवश्यकता नहीं कि यह एक सुनियोजित षड्यंत्र है। प्रकाशित समाचार बताता है कि लीना गीता रघुनाथ नामक एक महिला पत्रकार ने अम्बाला के जेल में जाकर स्वामी असीमानंद का साक्षात्कार लिया। हम भी कारागृह में रह चुके हैं। एक बार नहीं, दो बार। किन्तु कोई पत्रकार हम से मिल नहीं पाया। कारण, आरोपी को अखबार से मिलने की अनुमति ही नहीं मिलती थी। आज जेल प्रशासन के नियम बदल गये हों तो बात अलग है। यह भी एक दिलचस्प की बात है कि उक्त महिला एक पत्रकार के नाते असीमानंद से मिलने नहीं गई थी। वह एक वकील के नाते गई थीं। क्यों? यह बहाना इसीलिये कि वकील आरोपी से मिल सकता है? किन्तु स्वामी जी ने उन्हें बताया कि उनके अपने अलग वकील हैं और उन्हें अन्य वकील की आवश्यकता नहीं है। यह घटना है 9 जनवरी 2014 की। किन्तु इस वकील महोदया का असीमानंद के बारे में ह्यकरुणा का उबालह्ण शान्त नहीं हुआ। वे फिर से दिनांक 17 जनवरी को अम्बाला जेल गयीं। इस समय भी स्वामी असीमानंद ने अपने मामले में उनसे बात करने से इंकार किया। आश्चर्य लगता है कि पक्षकार बार- बार कहता है कि मुझे अन्य वकील की आवश्यकता नहीं है और फिर भी वह वकील उससे आग्रह करता है। संभव है कि लीना गीता रघुनाथ व्यवसाय से वकील होंगी, किन्तु वह अपने व्यवसाय के प्रामाणिक व्यवहार के लिये जेल नहीं गई थीं। वह एक अखबार की संवाददाता के रूप में या किसी अन्य संस्था की एजेन्ट बनकर गई थीं। इस का मतलब यह निकलता है कि यदि सचमुच वह पेशे से वकील हैें, तो उन्होंने अपने व्यवसाय से द्रोह किया है।

यदि कोई व्यक्ति वकील का नकाब पहनकर काम करने के लिये प्रस्तुत हुआ हो, तो अवश्य समझना चाहिये कि वह किसी अन्य का एजेन्ट बनकर आया होगा। लीना गीता रघुनाथ किसकी एजेन्ट होंगी? तो स्वयं कुछ भी कबूल नहीं करेंगी। किन्तु लोकसभा के चुनाव की समीपता तथा घटना अम्बाला जेल की है, जो कि कांग्रेस शासित हरियाणा राज्य में स्थित है, यह ध्यान में लेकर, यह षड्यंत्र कांग्रेस पार्टी ने रचा है, ऐसा किसी ने निष्कर्ष निकाला, तो उसे दोष नहीं दिया जा सकता। इस तर्क की पुष्टि इस कारण से भी हो सकती है कि राहुल गांधी, तुरन्त गुजरात में प्रचार के लिये गये और उन्होंने वहां रा़ स्व़ संघ की ह्यजहरबुझीह्ण निंदा की। पहले तो कांग्रेसजन यही कहते थे कि महात्मा गांधी की हत्या में संघ की भूमिका थी। किन्तु जब इस प्रकार की अनर्गल बातों ने उनको माफी मांगने के लिये मजबूर किया, तब शैली बदली, (मन नहीं बदला) कहने लगे कि संघ की विषैली विचारधारा के कारण गांधी की हत्या हुई। राहुल गांधी का वक्तव्य इसका ठोस प्रमाण है।

थोड़ा पुराना इतिहास

राहुल गांधी नये हैं। संभव है उनको पूरा इतिहास अज्ञात हो। अत: उनके लिये तथा अन्य तरुण मतदाताओं के लिये कुछ तथ्यों को यहां प्रस्तुत करता हूं। दिनांक 30 जनवरी को महात्मा गांधी की हत्या हुई। दिनांक 31 जनवरी और 1 फरवरी की बीच की मध्यरात्रि में उस समय के सरसंघचालक श्री मा़ स. गोलवलकर उपाख्य श्रीगुरुजी को गिरफ्तार किया गया। वह भी इं़ पी. कोड की धारा 302 के तहत। मानो श्री गोलवलकर ही पिस्तौल लेकर दिल्ली गये थे और उन्होंने ही महात्मा जी पर गोली दागी थीं। किन्तु चंद दिनों के बाद ही सरकार की अक्ल ठिकाने पर आयी और धारा 302 को हटाकर प्रतिबंधित कानून के अंदर वह गिरफ्तारी दिखायी गयी। उस समय केवल श्रीगुरुजी को ही बंदी नहीं बनाया था। सैकड़ों अन्य कार्यकर्ताओं को भी पकड़ा था। कम से कम बीस हजार मकानों की तलाशी ली गई थी। किन्तु रंचमात्र भी प्रमाण नहीं मिला। महात्मा गांधी हत्याकांड में जो शामिल थे उनको पकड़ा गया। उन पर न्यायालय में मामला चला। जो दोषी पाये गये उनको सजा हुई। किन्तु संघ के किसी भी कार्यकर्ता पर मुकदमा दायर नहीं हुआ था। क्यों? कारण स्पष्ट है कि वे सारे बेगुनाह थे। किन्तु संघ पर पाबंदी लगाई गयी थी और वह हटायी नहीं गई थी।

प्रतिबन्ध को हटाने के लिये फिर संघ ने अत्यंत शान्तिपूर्ण ढंग से सत्याग्रह किया। 70 हजार से भी अधिक लोगों ने गिरफ्तारी दीं। फिर दो मध्यस्थ सामने आये। एक थे पुणे से प्रकाशित होने वाले ह्यकेसरीह्ण के सम्पादक श्री ग़ वि. केतकर। उनके अनुरोध पर सत्याग्रह स्थगित किया गया। फिर भी प्रतिबन्ध नहीं हटा। फिर आये मद्रास इलाके के पूर्व एडवोकेट जनरल श्री टी़ आऱ वेंकटराम शास्त्री। उनके अनुरोध का आदर कर संघ ने अपना संविधान लिखित रूप में पेश किया। फिर भी प्रतिबन्ध नहीं हटा। बाद में श्रीगुरुजी ने भी स्पष्ट शब्दों में बता दिया कि इसके आगे वे सरकार से कोई पत्राचार नहीं करेंगे। फिर सरकार अड़चन में आयी। सरकार की ही पहल से पं़ मौलिचंद्र शर्मा मध्यस्थ बनकर आये। श्रीगुरुजी सरकार को कुछ भी लिख कर देने के लिये तैयार नहीं थे। फिर बीच का रास्ता ढूंढा गया कि श्रीगुरुजी सरकार को कुछ न लिखें, पंडित मौलिचंद्र , जो कुछ मुद्दे उठायेंगे, उनके उत्तर गुरुजी देंगे और श्रीगुरुजी ने शिवनी जेल में पं़ मौलिचंद्र को एक विस्तृत पत्र लिखकर संघ की भूमिका विशद की। श्रीगुरुजी के पत्र का प्रारम्भ ही ट८ िीं१ ढंल्ल्रि३ टङ्म४ह्ण्रूँंल्लि१ं ्न्र, ऐसा है। यह पत्र दि़ 10 जुलाई 1949 का है। वह पत्र लेकर पंडित मौलिचंद्र दिल्ली गये और 12 जुलाई को संघ पर से प्रतिबन्ध हटाया गया। पं़ मौलिचंद्र को लिखे पत्र में वे ही सारे मुद्दे हैं, जो श्रीगुरुजी ने दिल्ली की वार्ताकार परिषद में 2 नवम्बर 1948 को प्रस्तुत किये थे।

राहुल गांधी, अब आप ही सच बतायें कि आपके परदादा जी के सरकार के प्रमुख रहते हुये भी, उनकी सरकार ने इस ह्यविषैलेह्ण संगठन को मुक्त क्यों किया? इस प्रकार की नासमझी के लिये आप की आलोचना का चुभने वाला एकाध शब्द भी उस दिशा में जाने दीजिये ना।

यह भी ध्यान में लेना जरूरी है कि तथाकथित ह्यजहरीलीह्ण विचारधारा को मानने वाले संगठन के बारे में सभी कांग्रेसजनों का मत एक सा नहीं था। महात्मा गांधी की हत्या के एक-दो दिन पहले, अमृतसर की एक आम सभा में भाषण देते हुये, उस समय के प्रधानमंत्री पं. जवाहरलाल नेहरू ने कहा था कि ह्यहम आरएसएस को जड़मूल से उखाड़ फेंकें गेह्ण इस प्रकार का विचार रखने वाले और भी कुछ लोग थे। गोविन्द सहाय, जो उस समय उ. प्र. की सरकार में संसदीय सचिव थे, ने एक पुस्तिका प्रकाशित कर संघ को फॅासिस्ट कह कर उस पर प्रतिबन्ध लगाने की मांग की थी। गांधी की हत्या से उनको सुनहरा मौका मिल गया। किन्तु, उसी समय केंद्र सरकार में उपप्रधानमंत्रीपद पर विराजमान सरदार पटेल का मत एकदम इस के विरुद्घ था। श्री पटेल के लखनऊ के एक भाषण का जो वृत्त चैन्नई से (उस समय मद्रास) प्रकाशित होने वाले ह्यद हिंदूह्ण दैनिक के 7 जनवरी 1948 के अंक में प्रकाशित हुआ था, उस में उन्होंने कहा था-

“In the Congress those who are in power feel that by virtue of their authority they will be able to crush the RSS. You cannot crush an organisation by using the ‘danda’. The danda is meant for thieves and dacoits. After all the RSS men are not thieves and dacoits. They are patriots who love their country.”

ह्यविषाक्तह्ण विचारधारा रखने वाले संघ के बारे में ऐसे प्रशंसोद्गार बोलने वाले श्री सरदार की सारी प्रतिमायें, राहुल जी आप उखाड़ फेंके। ह्यजहरीलेह्ण संगठन को ह्यदेशभक्तह्ण कहना कितना घोर सत्यापलाप है! राहुल जी, और एक मजे की बात आगे भी घटी। 1963 में 26 जनवरी के गणतंत्र दिवस समारोह में आयोजित संचलन में हिस्सा लेने के लिये संघ को निमंत्रण मिला था। किसने दिया था यह निमंत्रण, राहुल जी, आप जानते हैं? आपके परदादा पं. जवाहरलाल ने! अत्यंत सौम्य शब्दों में क्यों न हो, आप इसकी कभी आलोचना करने का साहस दिखायेंगे?

संघ पर लगाई पाबंदी अचानक हटने के कारण, एक ऐसा वातावरण निर्माण किया गया था कि संघ ने सरकार की कुछ शतेंर् मान लीं। इसके परिणामस्वरूप पाबंदी हटायी गयी। इस बारे में अधिक न लिखते हुये मैं मुंबई लेजिस्लेटिव असेम्बली में जो प्रश्नोत्तर हुये उन्हें ही यहां उद्घृत करता हूं। प्रश्नकर्ता थे विधायक लल्लुभाई मानकजी पटेल (सूरत जिला) और तिथि 20-09-1949। उस समय जनसंघ का जन्म नहीं हुआ था। अत: प्रश्नकर्ता के संघ समर्थक होने का सवाल नहीं उठेगा। वे प्रश्न और उनके उत्तर इस प्रकार हैं-

a. Whether it is a fact that the ban on RSS has been lifted.

b. If so what are the reasons for lifting the ban.

c. Whether the lifting of the ban is conditional or unconditional.

d. If conditional, what are the conditions?

e. Whether the leader of the RSS has given any undertaking to the Government.

f. If so, what is the undertaking?

Mr. Dinkar rao n. Desai for Mr. Morarji R. Desai :

a. Yes.

b. The ban was lifted as it was no longer considered necessary to continue it.

c. It was unconditional.

d. Does not arise.

e. No.

f. Does not arise.

और एक प्रमाण

पाकिस्तान में भारत के राजदूत और कुछ समय केंद्रीय मंत्री रहे डॉ़ श्रीप्रकाश के पिता भारतरत्न डॉ़ भगवानदास का यह निवेदन है-

“I have been reliably informed that a number of youths of the RSS… were able to inform Sardar Patel and Nehruji in the very nick of time of the Leaguers intended “coup” on September 10, 1947, wherby they had planned to assassinate all Members of Government and all Hindu Officials and thousands of Hindu Citizens on that day and plant the flag of “Pakistan” on the Red Fort.”

“…If these high-spirited and self-sacrificing boys had not given the very timely information to Nehruji and Patelji, there would have been no Government of India today, the whole country would have changed its name into Pakistan, tens of millions of Hindus would have been slaughtered and all the rest converted to Islam or reduced to stark slavery.

“…Well, what is the net result of all this long story? Simply this- that our Government should utilise, and not sterilise, the patriotic energies of the lakhs of RSS youths.”

सारांश यह है कि चुनाव का मौसम आ गया है। तो समझ लेना चाहिये कि संघ पर ऐसे बेतुके बेबुनियाद आरोप लगाये जायेंगे। विधानसभाओं के चुनाव के समय भी हमने देखा था ना, कि कांग्रेस के एक वरिष्ठ नेता ने जहरीला वक्तव्य दिया था कि ह्यसंघ में बम बनाने की शिक्षा दी जाती हैह्ण। इस प्रकार के प्रलाप का क्या परिणाम निकला, यह पूरे देश ने देखा है। इस नये झूठ का भी परिणाम वैसा ही होगा।
