  1. Govt committed to work towards achieving 100 % literacy by complying with reforms within NEP 2020: Ramesh Pokhriyal

Key points:

  1. He said, the new education policy is based on the country’s ethos and value system. The Minister mentioned about each one, teach one and reach one and said India has over one thousand universities, 45 thousand degree colleges, 16 lakh schools and one crore teachers. He said, India has vision and power and 100 per literacy can be achieved through collective efforts.
  2. The Minister hoped that the new literacy scheme ‘Padhna Likhna Abhiyan’ is going to be a leap forward to achieve the goal of Total Literacy by 2030.  The principal target of the programme is to impart functional literacy and numeracy to 57 lakh non-literate and non-numerate adults in both rural and urban areas across the country in the age group of 15 years and above.

  • Gujarat forms Task Force to study & implement NEP-2020 for school education

Key points:

  1. In Gujarat, the State Government has formed the Task Force to study and implement the National Education Policy-2020 for school education.
  2. According to the State Education Department, the State-level Task Force comprises 15 members from politicians, administrative officials and academicians. This Task Force is expected to study NEP-2020, make changes suggested in the school education format and come up with the best implementation measures.

  1. Punjab: Pvt hospitals, clinics, labs to conduct Rapid Antigen Testing for COVID-19 after empanelment

Key points:

  1. With a view to strengthen screening of the population for timely detection of corona virus positive patients to contain the spread of pandemic, Punjab Government has decided to allow private hospitals, clinics and labs to conduct Rapid Antigen Testing (RAT) for COVID-19 after empanelment with district health authorities.
  2. Giving details in a release, Health Minister Balbir Singh Sidhu said that guidelines have been issued to all the Deputy Commissioners and Civil Surgeons of state regarding allowing RAT for COVID-19 by private health establishments.
  3. He said that RAT kits would be provided free of cost by the department. The Civil Surgeons will empanel those private hospitals, clinics and labs who are willing to get empanelled voluntarily for offering testing by RAT kits provided free of cost by the department, he added.

  1. eSanjeevani telemedicine service records 3 lakh tele-consultations

Key points:

  1. The ‘eSanjeevani’ telemedicine service, the platform of the Health Ministry providing tele-consultations, has completed 3 lakh tele-consultations.
  2. While ensuring physical distancing, the telemedicine service connects doctors with patients and provides essential healthcare at a critical time when conventional medicine is perceived to be risky owing to the nature of infectious Covid-19 disease.
  3. Health Minister Harsh Vardhan had presided over a meet to mark the platform’s completion of 1.5 lakh on August 9.
  4. The platform has registered double that number of consultations within a month since then. One lakh of these tele-consultations were held in the past 20 days.
  5. The platform had completed the first 1,00,000 consultations on July 23 and the subsequent 1,00,000 on August 18 within a span of 26 days, an official release here said.

  1. With an objective to contain the spread of Corona in Delhi, Chief Minister Arvind Kejriwal is directly appealing to the people of the national capital to wear masks and follow social distancing, through calls and other modes of communication.
  2. “CM’s calls will be received by one crore people of Delhi. He will also be reaching out to the people on how to avoid Corona and take precautions through mediums such as radio, TV, outdoor hoardings, digital communication mediums,” an official statement said on Tuesday.

  1. Assam develops self-check kiosk to determine COVID, tally crosses 42 lakh

Key points:

  1. With an addition of 75809 new cases across the country, the total number of positive cases of Novel Coronavirus reached 42,80,422 on Tuesday, even as the North-Eastern state of Assam developed a first-of-its-kind self-check kiosk, to determine any viral or bacterial infection in an individual in less than a minute.
  2. The small structure helps by streamlining the flow of people through the kiosk and the Kiosk only takes about 30 seconds to check whether the person safe to enter the premises or not.
  3. A first-of-its-kind self-check kiosk, which is quick but very accurate to determine if an individual is running a fever, low blood oxygen levels and, therefore, potentially has COVID-19 or any another viral or bacterial infection has been developed by Indian Institute of Technology, (IIT), Guwahati, in collaboration with Workspace Metal Solutions Pvt Ltd, Udaipur.

  1. Andhra Pradesh govt launches Plasma donation campaign

Key points:

  1. More than 37000 people are eligible for the donation of plasma in the state of Andhra Pradesh.
  2. The campaign is launched with the luring of Rs 5000 to each Plasma donor in order to promote the program and give nutrition to the donors as instructed to the officials by the CM Jagan Mohan Reddy. The state is currently conducting 65000 to 70000 COVID – 19 tests daily.

  1. TN plans 2,000 mini clinics

Key points:

  1. The proposed mini clinics will come up in areas where there are no Primary Health Centres and due to people not able to get treatment for fever and other issues owing to the ‘apprehension’ of COVID-19 spread, he said.
  2. “A mini clinic will have a doctor, nurse and an assistant, besides the required medical equipment and medicines. Medicines will be provided here for easily treatable diseases like fever,” he said.
  3. On the virus caseloads, he said the spread was gradually slowing down due to aggressive government intervention, with the state testing around 85,000 samples a day.

  • Tamil Nadu: Covid Care Centres under Siddha Medical dept in Karur, Perambalur, Ariyalur districts effective amid pandemic; 87.6% patients discharged

Key points:

  1. The Covid Care Centres functioning under the Siddha Medical department in Karur, Perambalur and Ariyalur districts near Trichy have been able to function effectively in the backdrop of Covid-19 pandemic.
  2. Dr Kamaraj, in charge of all the three centres revealed that  87.6% of patients who had been admitted with Covid 19 symptoms had been discharged last month. He pointed out that as against 1315 patients being admitted in these centres, 1152 patients have been discharged after successful treatment.
  3. Dr Kamaraj reiterated that the Kabasura and Nilvempu herbal concoctions being prepared by the Siddha department go a long way in strengthening the immunity system of people in general.

  1. Uttar Pradesh: Sanitization on call service begins in Lucknow

  1. In Uttar Pradesh, sanitization on call service has been started by Lucknow administration. DM Abhishek Prakash said that any place, work station or apartment, where covid positive patients have been found, can use this service.
  2. A team of workers will reach there within a span of 12 to 24 hours and sanitize the place free of cost.
  3. DM Abhishek Prakash started the awareness campaign regarding the service by putting posters on the wall of the collectorate.

  1. Computer science, agriculture be made part of NEP-2020: Rajasthan Governor

Key points:

  1. Science, Technology, Engineering and Mathematics, acronymed ”STEM”, have been included in the policy to make it a multidisciplinary education.
  2. Speaking at the ”Governors” virtual conference on the ”Role of NEP in Transforming Higher Education”, Mishra suggested that agriculture and computer be included in the policy, making it ”STEAM-C”, which will make higher education more employment oriented, according to a release.
  3. Mishra said if the states are able to implement the policy in a successful manner, the new education system will bring India at par with the leading countries of the world and convert the challenges of the present into opportunities.

  • President Ramnath Kovind asks states to organise virtual sessions to implement NEP

Key points:

  1. President Ram Nath Kovind while addressing the conference said the New Education Policy gives top priority to provide basic literacy and numeracy to all children at primary school level by the year 2025.
  2. He said, the Policy has been formulated after an unprecedented and lengthy process of consultations including over two lakh suggestions received from about 675 districts.
  3. The President asked Governors to organise theme-based virtual sessions in their States to implement the New National Education Policy.
  4. He said the feedback from these sessions can be sent to the Education Ministry for further considerations and utilisation at National level.

  • Ram temple construction committee chairman Nripendra Mishra’s visit to Ayodhya begins today

Key points:

  1. Nripendra Misra, the chairman of Ram Mandir construction committee, will visit Ayodhya on Monday to review preparations for the construction of the shrine.
  2. Misra along with the members of the Sri Ram Janmabhoomi Tirath Kshetra Trust will inspect the Ram Janmabhoomi campus and will meet engineers of the Larsen & Toubro (L&T), the construction company that has been awarded the contract of the project.
  3. During his two-day visit, Misra will also discuss the temple’s layout plan with architects Nikhil Sompura and Ashish Sompura – the sons of Chandrakant Sompura, the main architect of the Ram Mandir. The Sompuras are expected to reach Ayodhya from Ahmedabad on Tuesday.

  1. J&K UT Govt evacuates about 4,06,528 residents stranded in other parts of country

Key points:

  1. AIR Jammu Correspondent reports that the UT administration has received 138 special trains at Jammu and Udhampur railway stations from different states and UTs with 1,21,496 passengers while about 2,85,032 persons from other states and UTs including 934 from abroad have been evacuated through Lakhanpur via road till date.
  2. Besides, about 2364 stranded passengers have entered the UT through Lakhanpur during the last 24 hours while 1053 passengers reached Jammu today in 117th Delhi COVID special train.
  3. So far, 117 trains reached Jammu with 1,05,800 stranded passengers while 15,696 passengers reached Udhampur in 21 special trains belonging to different districts of the UT.

  3. इस दौरान कोरोना पॉजिटिव पाए जाने वाले मरीजों की सूची गोपनीय रखने का भी ऐलान किया गया है।
  4. दूसरी ओर डीजीपी को निर्देश दिए कि महामारी संबंधी लोगों में अफवाहें फैलाने या झूठा प्रचार करने वाले वेब चैनलों पर कड़ी कार्रवाई की जाए।
  5. साथ ही कोविड के मामलों और इसके कारण होने वाली मौतों की बढ़ती संख्या के मद्देनजर पंजाब के मुख्यमंत्री कैप्टन अमरिन्दर सिंह ने सोमवार को 60 वर्ष से कम आयु के सभी रिटायर्ड हो रहे डॉक्टरों और माहिरों को तीन महीने का विस्तार देने का ऐलान किया है।

  • Punjab govt to give 50,000 COVID care kits to patients

Key points:

  1. Punjab CM on Monday said his government will give 50,000 COVID care kits free of cost to patients in hospitals and home isolation to ensure their better treatment.
  2. At kit, costing Rs 1,700 each, includes an oximeter, digital thermometer, face masks and necessary medication.
  3. A spokesperson said the specially designed kits will also include a steamer, hand sanitiser besides 60 ‘giloy’ tablets, thirty Vitamin C and four Vitamin D3 tablets.

  1. उत्तर प्रदेश की राजधानी लखनऊ में भी मेट्रो फिर से पटरी पर दौड़ने लगी है।
  2. लखनऊ मेट्रो सेवाएं आज सुबह 7 बजे से फिर से शुरू हो गई। लखनऊ मेट्रो के संचालन को लेकर स्टेशनों और ट्रेनों के अंदर व्यवस्था बदली हुई है।
  3. रेडलाइन पर सभी स्टेशनों के आधे गेट बंद हैं, केवल दो गेट से ही प्रवेश और निकासी की व्यवस्था की गई है।
  4. ट्रेन में यात्रा के लिए एक सीट छोड़कर बैठने की व्यवस्था की गई है। 
  5. यात्रा के समय यात्री को मास्क पहनना अनिवार्य है, मास्क पहनकर नहीं आने पर मेट्रो स्टेशन पर शुल्क देकर यात्री को पहले मास्क खरीदना होगा, फिर उसे एंट्री मिलेगी।

  1. Ahmedabad metro train service resumes

Key points:

  1. To ensure social distancing, a maximum of 90 passengers are being allowed to travel per trip between Vastral and Apparel Market stations, a stretch of 6.5 kms that was made operational in March last year, officials said.
  2. Some of them feel that travelling in a metro train is a better and safer option than availing other public transport services like buses or Bus Rapid Transit System (BRTS).

  1. Metro services resumed Monday morning in different cities across the country after a gap of more than five months. These cities are Delhi, Lucknow, Chennai, Bengaluru, Hyderabad and Ahmedabad.
  2. Secretary, Ministry of Housing & Urban Affairs, Durga Shankar Mishra said that passengers will have to follow preventive measures against COVID-19 by maintaining social distancing and wearing face mask.
  3. AIR correspondent reports that in the first stage, Delhi Metro resumed services in a graded manner today, with elaborate measures for crowd management ensuring hygiene to check the spread of COVID-19.
  4. The Yellow Line connecting Samaypur Badli and HUDA City Centre in Gurgaon was the first one to be opened.

  1. In a bid to contain the further spread of COVID-19, the Nitish Kumar-led Bihar government has decided to impose total shutdown in containment zones till September 30.
  2. The state government will abide by the guidelines issued by the Ministry of Home Affairs (MHA) for ‘unlock 4’.
  3. Last week, the Centre had issued guidelines for the fourth phase of ‘unlock’, allowing more activities outside the containment zones.

  1. MP govt to add 3600 oxygen beds, 564 ICU beds added for Coronavirus treatment till Oct 31

Key points:

  1. This will increase such beds to 11 thousand 710 and 2 thousand 488 respectively.
  2. It was also decided that patients can voluntarily pay bills, fully or partially, at designated hospitals which are treating free of cost at the moment.
  3. Mr. Sarang informed that command control centres with ambulances and doctors were being established in every district to monitor the health of 40 percent of the patients living in home isolation in Madhya Pradesh.

  1. NEP 2020 Lacks Clarity, Cannot be Applicable to Entire Country: Bengal Govt Panel

Key points:

  1. According to NEP, students will have to undertake school examinations at pan India level in grades 3, 5 and 8, which will be conducted by an appropriate authority.
  2. The committee formed by the West Bengal government to study the New Education Policy 2020 (NEP) is of the view that certain features of it lacked clarity while several others may not be applicable to the entire country, almost each state of which has a different cultural heritage, a member of the panel said on Sunday. In a vast country like India, which has a diversified socio-economic condition, a common yardstick cannot be applied to all states especially at the primary and secondary levels of education and this has been enunciated in the report, the member said.
  3. The panel has submitted its around 100-page report to the higher education department on August 23 but the state is yet to communicate its view on the policy to the central government.
  4. The policy has also advocated a “broad-based, multi- disciplinary, holistic undergraduate education with flexible curricula, creative combinations of subjects, integration of vocational education and multiple entry and exit points with appropriate certification”

  1. The Delhi Government will now set up ‘Oxygen Jaanch Kendra’ in 30,000 villages to combat COVID-19 and the village youth will be trained and provided with the oxymeters to set up these Kendras, said Chief Minister Arvind Kejriwal on Sunday.
  2. Taking to Twitter, CM Kejriwal wrote, “Already received commitments for 30,000 oxymeters. I am overwhelmed. Will now set up “oxygen jaanch kendra” in 30,000 villages. Commitments still pouring in. Will help set it up in more villages. Thank you, donors. We will train village youth and give them oxymeters to set up oxygen kendras.”
  3. “This will help us in saving lives by detecting a drop in oxygen levels in time,” he added.
  4. Earlier on Saturday, CM Kejriwal requested people to donate oximeters to Aam Aadmi Party (AAP) so that it can be provided to the villages.

  1. RT-PCR lab opens in Ghaziabad, to screen 96 samples daily

Key points:

  1. Minister of state for health Atul Garg on Saturday inaugurated the much-awaited RT-PCR lab in Ghaziabad. Constructed at an estimated cost of Rs 76 lakh, it will be able to screen 96 samples at a time, the results of which will be available in three hours. The ealth department has plans to screen 300 samples daily.
  2. While inaugurating the facility, Garg said, “The laboratory will not only boost testing in the district but people from neighbouring districts can also avail the facilities. It has all modern equipment and will increase the number of testing.”
  3. To step up testing in the district, UP principal secretary (health) Amit Mohan Prasad had visited Ghaziabad on July 22 and instructed to start a RT-PCR laboratory. The state government had instructed to carry out 1,000 antigen tests and 350 RT-PCR tests daily but in the absence of laboratories, reaching the target was not possible.

  1. Puducherry govt fixes Covid-19 treatment cost in private hospitals

Key points:

  1. The Puducherry government has fixed the cost of treatment for Covid-19 positive patients in private medical colleges and hospitals and private institutions.
  2. The government fixed the cost of non-critical care Covid-19 treatment at Rs 3,250 per day. It has fixed the cost of critical care Covid-19 treatment in intensive care unit (ICU) without a ventilator or non-invasive ventilation (NIV) at Rs 5,480 per day, with NIV at Rs 5,980 per day and with a ventilator at Rs 9,580 per day.
  3. The cost of treatment in ICU for sepsis care without a ventilator is fixed at Rs 6,280 per day, for sepsis treatment with a ventilator at Rs 10,380 per day and for treatment for septic shock and multiple organ dysfunction syndrome (MODS) with a ventilator at Rs 10,380 per day.
  4. The costs are inclusive of isolation ward/ICU rent, administrative charges, nursing, monitoring and maintenance charges, basic interventions, consultation charges, drugs and investigations, oxygen and nebulization charges, cost of personal protective equipment kit per day, nutritious diet and disinfection cost per person per day among others.
  5. However, private institutions cannot charge patients referred by the government for treatment. The institutions must treat them free of cost.
  6. The government has also fixed the cost of tests like reverse transcription-polymerase chain reaction (RT-PCR), cartridge-based nucleic acid amplification test (CB-NAAT) and TRUENAT (a chip-based, battery-operated RT-PCR kit) at Rs 2,400.

  1. लगातार राज्यसभा सचिवालय के मुताबिक, सत्र के दौरान अपर हाउस के मेंबर दोनों चेंबर और गैलेरीज में बैठेंगे। 1952 के बाद से भारतीय संसद के इतिहास में ऐसा पहली बार होगा, जब इस तरह की व्यवस्था की जा रही है, जिसके तहत 60 मेंबर राज्यसभा के चेंबर और 51 मेंबर गैलरी में बैठेंगे। बाकी 132 मेंबर्स को लोकसभा के चेंबर में बैठाया जाएगा।
  2. पहली बार लार्ज डिस्प्ले स्क्रीन, कंसोल्स, अल्ट्रावॉयलेट जर्मिसिडल इर्रेडिएशन सिस्टम, दोनों सदनों के बीच स्पेशल केबल और पॉलीकॉर्बोनेट सेपरेटर का इस्तेमाल किया जा रहा है।
  3. सदन की कार्यवाही में सभी भागीदारी तय करने के लिए गैलेरी की सीट्स को कंसोल्स के साथ फिट किया जा रहा है। प्ले-कार्ड्स राज्यसभा की गैलेरी में पार्टियों को इंडीकेट करेंगे।
  4. दोनों सदनों को जोड़ने के लिए स्पेशल केबल का इस्तेमाल किया जाएगा, जिससे कार्यवाही के ऑडियो-विजुअल बिना देरी के दोनों हाउस के बैठे मेंबर्स तक पहुंचे। स्पेशल केबल से मेंबर्स के रियल टाइम पार्टिसिपेशन में मदद मिलेगी।
  5. राज्यसभा सचिवालय ने बताया कि राज्यसभा की ऑफिशियल्स गैलेरी को चेंबर से अलग करने के लिए पॉलीकार्बोनेट शीट्स का इस्तेमाल किया जाएगा।
  6. एयर कंडिशनिंग सिस्टम में अल्ट्रावॉइलेट जर्मिसिडल इर्रेडिएशन सिस्टम का इस्तेमाल पर भी विचार किया जा रहा है, जिससे एयर सप्लाई में बैक्टीरिया और वायरस को खतम किया जा सके।
  7. ऑफिशियल गैलरी और प्रेस गैलरी में भी सोशल डिस्टेंसिंग नॉर्म्स का पालन किया जाएगा। इनमें 15 लोगों को बैठाया जाएगा।
  8. अधिकारियों ने बताया कि सीमित संख्या में सचिवालय के अधिकारियों को सदन के टेबल पर बैठाया जाएगा और रिपोर्टर्स (सदन की कार्यवाही के वर्बेटिम नोट लेने के लिए) को फॉरेन डिगनिटेरीज के बनाए गए स्पेशल बॉक्स में बैठाया जाएगा।
