Eyeing the upcoming Telangana Assembly polls and general elections, the Telangana Muslim Organisations Joint Action Committee lead by JAC co-convener Shaik Yousuf Baba alais Sky Baba released a Muslim declaration in Hyderabad, containing 22 demands that any political party seeking the support of Muslims must commit to fulfilling.
This document was unveiled in the presence of Maoist sympathiser and retired Prof. G. Haragopal and Zaheeruddin Ali Khan, the Managing Editor of Urdu Siasat Daily.
The declaration highlights that Telangana Muslims constituting 13 percent of the vote share and plays a decisive role in nearly 40 constituencies during elections in Telangana.
The declaration also made reference to the backwardness of Muslims, as underscored by reports from the Justice Sachar Committee, the Ranganath Mishra Commission, the Sudhir Commission, and Telangana’s inaugural BC Commission.
1. Allocation of a minimum of 10 MLA seats, one per undivided Telangana district (excluding the Old City of Hyderabad), with the party taking full responsibility for the candidates’ victory. In districts without Muslim MLA representation, guarantee Lok Sabha or Rajya Sabha or MLCs representation for Muslims.
2. Reservation of 10-12 percent for marginalized Muslims in public education and employment.
3. Allocation of ten thousand crore rupees annually for the welfare of minorities in the state budget.
4. Establishment of the Waqf Board as a Commissionerate with judicial power and appointment of Waqf inspectors for each district. Fill vacant staff positions in State and District Waqf Board offices.
5. Construction of permanent buildings for minority gurukuls, appointment of permanent teaching and non-teaching staff, and upgrading gurukuls to degree-granting colleges. Use Waqf lands if government land is unavailable.
6. Promotion and support of the Urdu language.
7. Implementation of the ‘Muslim Empowerment Scheme,’ providing Rs. 10 lakh to impoverished Muslim families for empowerment.
8. Implement a special quota of 12 percent for allocating double-bedroom houses to Muslims.
9. Ensure adequate Muslim representation in nominated positions

11. Construct 66 post-matric hostels in 33 districts.
12. Provide a loan of Rs. 2 lakh with full subsidy to Muslims engaged in unorganized occupations. Allocate Rs. 1000 crore annually for subsidized loans to poor Muslims.
13. Chief Minister to disburse funds from the special treasury for government-sponsored Iftar parties during Ramadan.
14. Allocate a special fund called ‘Grant in Aid’ for mosque renovations during Ramadan.
15. Include the Mehtar community in the SC category.
16. Implementation of the recommendations of the Justice Sachar Committee.
17. State declaration against the implementation of the NRC and CAA.
18. Provide a regular monthly honorarium for Imams and Muezzins. Process pending applications for Imams and Muezzins.
19. Allot land for Muslim burial grounds, maintain Muslim graveyards, and construct defensive walls.
20. Grant loans to all pending applicants for subsidized loans from the Minority Finance Corporation.
21. Construct Muslim marriage halls and minority community halls in every mandal.
22. Provide an ex-gratia of Rs. 50 lakh to the family of Qadir Khan, who died at the hands of Medak Police.
