the next step after getting the difference 0999 is to form the largest and smallest numbers and repeat the subtraction. That is
Step 2 : 9990 – 0999 = 8991
Step 3 : 9981 – 1899 = 8082
Step 4 : 8820 – 0288 = 8532
Step 5 : 8532 – 2358 = 6174
so, in this case, we come to Kaprekar’s constant in 5 steps.
For any four digit no, you reach Kaprekar’s Constant in maximum 7 steps.

If I take the number 1000 in the first step, then rearranging in descending order gives back 1000. Reversing them gives me the number 0001. If by remainder, you mean 1000-0001, I get 0999. I rearrange and reverse to get back 0999, and the new remainder is 0000, a dead-end.
