1. New procurement rules: Hong Kong stopover leaves MNCs in India stranded

Key points:

1. Multinationals using regional headquarters in Hong Kong to set up operations in India or do business in the country have got caught in the crosshairs of new government procurement rules ostensibly targeted at Chinese companies.
2. The finance ministry had issued an order on July 23 amending the General Financial Rules 2017 “to enable imposition of restrictions on bidders from countries which share a land border with India on grounds of defence and national security”. The move was largely seen as targeted against China, coming in the wake of border tensions.

1. Spain, Slovakia to issue ‘Gratis Visa’ to Indians in the wake of COVID-19 crisis

Key points:

1. Embassies of Spain and Slovakia have agreed to issue ‘Gratis Visa’ to all Indians who were issued a visa earlier this year, but could not travel in the last few months due to the Coronavirus outbreak. The decision came after an appeal forwarded by the Outbound Tour Operators’ Association of India (OTOAI), which had sent letters to European embassies in India, requesting them to issue Gratis Visas to all those travellers, who despite having received valid travel visas this year could not undertake the planned visits (Times of India, 11 August, 2020) News Link

• भारत और नेपाल में आई बाढ़ के लिए यूरोपीय संघ ने बढ़ाया मदद का हाथ

• भारत, नेपाल और बांग्लादेश जैसे दक्षिण पूर्व एशियाई देशों में आई बाढ़ की वजह से हुए नुकसान को ध्यान में रखते हुए प्रभावित लोगों के लिए यूरोपीय संघ ने लगभग 14.50 करोड़ रुपये (1.65 मिलियन यूरो) की सहायता राशि प्रदान की है।
• यूरोपीय संघ ने कहा है, इस साल इस क्षेत्र में आए अम्फान चक्रवात जैसी आपदा को देखते हुए प्रभावित परिवारों के लिए पहले लगभग 15.85 करोड़ रुपये (1.8 मिलियन यूरो) की सहायता मुहैया कराई गई थी। वर्तमान में दी गई सहायता राशि को मिलाकर अब तक इस क्षेत्र में प्रभावित लोगों के लिए लगभग 30 करोड़ रुपये (3.45 मिलियन यूरो) मुहैया कराए जा चुके हैं।

2. 2016 में नेपाल के तब के प्रधानमंत्री पुष्प कमल दहल उर्फ प्रचंड भारत आए थे। दोनों देशों ने आपसी विवाद सुलझाने और सहयोग बढ़ाने के लिए मैकेनिज्म तैयार किया था। 17 अगस्त को इसी मैकेनिज्म के तहत 8वीं बातचीत होगी।
3. नेपाल की तरफ से विदेश मंत्रालय में सचिव शंकर दास बैरागी शामिल होंगे।
