स्वामीजी – आन्ध्र प्रदेश के विभाजन के लिए तीव्र आन्दोलन हो रहा है l

गुरूजी – दोनों ही ओर जन आन्दोलन का इतना अधिक प्रभाव और इतनी अधिक पकड़ दिखाई दे रही है, कि आन्ध्र और तेलंगाना के रूप में आन्ध्र प्रदेश के विभाजन की संभावना प्रतीत हो रही है l

इस समस्या का दुखदायी पहलू केवल यही है कि हिम्साचार, बसों, रेलों, डाक – तार जैसी सार्वजनिक संपत्ति की क्षति होने के उपरांत तथा उभय क्षेत्रों के बीच गहरी कटुता उत्पन्न हो जाने के बाद ही यह हल होगी l

 किसी आन्दोलन द्वारा हिंसक रूप धारण करने के बाद ही किसी माँग को स्वीकार करने का प्रदेश व केंद्र सरकारों का दृष्टिकोण तथा आन्दोलानकारीयों का क़ानून व्यवस्था की दृष्टि से विचार न करना अत्यंत खतरनाक है l क्योंकि इससे वैधानिक शासन के प्रति लोगों में आदर की भावना कम होगी l अतः हिंसा की प्रतीक्षा क्यों की जानी चाहिए ? यदि माँग न्यायपूर्ण और तर्कसंगत है, तो उसे स्वीकार कर लिया जाये l

जहाँ तक आन्ध्र प्रदेश की इस समस्या का प्रश्न है, आन्ध्र ( समुद्र तटीय) और तेलंगाना, विभाजन की माँग कर रहे है, इसे स्वीकार किया जा सकता है l एक ही भाषा के एक से अधिक प्रदेश बनाने में कोई हानि नहीं है l युद्ध की दृष्टि से महत्वपूर्ण एवं सीमावर्ती क्षेत्रों में अधिक प्रदेशों का निर्माण करते समय, सतर्कता आवश्यक होती है l किन्तु असम, नेफा, मणिपुर, त्रिपुरा क्षेत्रों से नागालैंड, मेघालय, मणिपुर, अरुणाचल प्रदेश जैसे छोटे-छोटे प्रदेश अराष्ट्रीय शक्तियों के दबाव में आकर जब बनाये जा सकते है, तब फिर सौहार्दता के साथ आन्ध्र प्रदेश का विभाजन क्यों न कर दिया जाए ?

वास्तव में भाषा के आधार पर प्रदेशों का पुनः गठन अपने आप में एक गलत कदम था l अब भी भाषा के आधार पर नहीं अपितु प्रशासनिक सुविधा आदि का ध्यान रखकर नए सिरे से प्रदेशों का पुनरगठन हो, तो विघटन की प्रक्रिया रुक जाएगी l मेरा अभी भी यह मत है कि शासन की एकात्म-प्रणाली अपने देश के लिए सर्वाधिक अनुकूल है l

Shri Guruji on the demand for Telangana on 6th Feb, 1973 at Udupi – In discussion with Pujya Swami Visweswara Teertha.

 The division of Andhra Pradesh seems imminent. The tragedy however is that this would happen only after a lot of violence and a bitterness among both areas. 

 It is a practise of the state and central governments, not to heed to people’s movements unless they become violent. At the same time, the people leading the movements make a mockery of law and order. This is dangerous because it leads to a a lowering of respect of constitution and law in the eyes of the people. If the demand is logical and just, why should the government wait till it gets violent ?

 As far as the issue of the division of Andhra Pradesh is concerned, the division of the state into coastal Andhra and Telangana must be accepted. There is no harm in forming more than two states of people speaking the same language.

 Coastal states have a big role to play in the security of a country and therefore a lot of care needs to be taken while making decisions on the same. It is unfortunate that very small states like Assam, NEFA, Maniour, Tripua, Arunachal Pradesh were formed due pressure from anti-national forces. However, the division of Andhra Pradesh is a formation which is not due to pressure from anti-national forces. Why not allow a smooth formation of two states ?

 In fact, the formation of states on the basis of language is in itself a wrong step. Even now, I suggest the formation of states must be on the basis of administration convenience. This would strengthen the country and will stop creation of fissures. I am also of the opinion that an Integral system of government would be best suited for our country.

Deendayal Upadhyaya – The Seer of Integral Humanism

Pandit Deendayal Upadhyaya (1916 – 1968) was an eminent political personality and a profound philosopher. He became a pracharak of the RSS after completing his M.A.

He established the publishing house ‘Rashtra Dharma Prakashan’ in Lucknow and launched the monthly magazine ‘Rashtra Dharma’ to propound the principles he held sacred. Later he launched the weekly ‘Panchjanya’ and still later the daily ‘Swadesh’.

In 1950, Dr. Syama Prasad Mookerjee, then Minister at the Center, opposed the Nehru-Liaquat pact and resigned his Cabinet post and joined the opposition to build a common front of democratic forces. Dr.Mookerjee sought Shri. Guruji’s help in organizing dedicated young men to pursue the work at the political level.  Pandit Deendayal has been the source of ideological guidance and moral inspiration many social activists and political leaders.

The pioneer of Integral Humanism or ‘Ekatma Manava Darshan’,  ‘Integral Humanism’, is a critique of both communism and capitalism, advocating a holistic alternative perspective for political action and statecraft consistent with the laws of creation and the universal needs of the human race. Deendayalji was a great advocate of indigenous economics & administration models.

He was never enamoured of any position. He was not a Member of Parliament, but he was the maker of Members of Parliament.

His Murder : Pt. Deendayal Upadhyay was murdered on 11th Feb 1968 at Mughalsarai in UP. His death was as shocking as it was mysterious. The mystery remains unsolved to this day. Everyone was stunned by his untimely demise.

An Ideal Swayamsevak:

The greatness of Deendayalji can be assuaged by the tributes paid by Guruji Golwalkar.

“Those who realise and recognise their duties and responsibilities as a swayamsevak right from their student days and spend all their time and energies in organization work are a rare breed. Upadhyaya occupied a prominent place among such great souls. The RSS expects a Swayamsevak to inculcate all qualities, conserve them and work for the organizations, keep participating in the various RSS programmes in order of importance, carry out any other duties assigned to him in whichever field it be, Deendayal Upadhyaya was assigned to work in the political field. Some may have doubted his capabilities, but it can rightly be said that whatever position the Bharatiya Jan Sangh achieved was due to his dedicated efforts. There have been many vocal leaders in the Jan Sangh, many others worked very hard, but Upadhyaya was the one who laid the foundation stone of the party and worked for its attaining the dignity it achieved.

The person I have just mentioned had absolutely no political inclinations. He told me so many times during the last many years, ‘To what trouble have you put me? Let me return to my original work as a pracharak.’ I replied. ‘Bhai, who else is there to be put to such trouble but you? ‘One who is solely involved in organisational work can only jump into the cesspool of politics and clean it while remaining as untouched as a lotus amid all the muck. “

Atal Behari Vajyapee’s sentiments were expressed through the article, ‘We accept the challenge’, thus:

“Come, let us consider every drop of Panditji’s blood as the holy mark on our foreheads and move towards the ideals he lived and worked for. We should take every spark from his funeral pyre to our hearts and work to our utmost like him. We should turn the bones of this Dadhichi into stones and hurl them on the enemies so that our sacred soil is free of all roadblocks.

The attack on his life is an attack on our nationalism. The wounds on his body are assaults on our democracy. We accept this challenge of anti-nationals and enemies of democracy”.

The cause for which Panditji was born, lived and struggled, he sacrificed his life for that ideal. But his dream is still unfulfilled; his work is still incomplete.

Need a Different Counter-Terrorism Infrastructure – Ram Madhav

India probably doesn’t need another Central Agency by name NCTC – National Counter Terrorism Center – a name borrowed from the Center that has been established in the US after 9/11. As it always happens Chidambaram, as Home Minister, became enamored of the idea of replicating it in India. It was Chidambaram who was responsible for the creation of the National Investigation Agency (NIA) with enormous powers. The powers of the NIA, in reality, supersede the powers of the State Police in cases relating to national security. Although supported by all State Governments the NIA Act is actually against the Federal spirit of our Constitution.
The NCTC that Shri Chidambaram had proposed was another central agency that was supposed to have powers to investigate, interrogate, arrest and even prosecute people. So far, all these matters have been deemed to be under the control of the State Governments, since the maintenance Law and Order is a State Subject under our Constitution. This principle was overruled by the Central Government through the NIA Act once already, under which even special NIA courts also have been established. Once again, through the NCTC, the Central Government wanted to override the principle of Federalism, which was opposed by several State governments.
Those who question the opposition of the States to NCTC on the ground that they had agreed to the NIA Act must understand that the Federalism concept is an unwritten understanding between the Central and State Governments. It is about the spirit of shared duties and powers between the Center and the States. States’ feeling that their rights are being encroached upon by the Center through successive such Acts is a genuine one.
Having said that I would like to call for a different kind of NCTC for our country. That India needs a firmer counter-terrorism establishment is a unanimous opinion across the board. India is facing a multi-pronged terrorism challenge both from within and without. Pakistan, the epicenter of global terrorism, is likely to degenerate further into a failed State or a Military State. Both ways it is going to pursue its policy of ‘Thousand Cuts’ with India more vigorously. With the possibility of the return of Begum Khalida Zia’s BNP to power in Bangladesh in the not-so-august company of the rabidly anti-India Jamaat-e-Islami Bangladesh, our terrorism woes are likely to increase in the eastern front too. Bangladesh has been the springboard and safe haven for Jihadi groups like HuJI besides several insurgent groups active in our North East.
Added to this is the unfolding drama in the Pak-Af region. The Americans want to quit Afghanistan by middle of 2014. Afghanistan is certainly not Iraq. There are chances of the Taliban groups trying to capture power in Kabul. Already in the southern parts of the country, especially Kandahar and beyond, it is the writ of Taliban that runs. Pakistan is waiting in wings to take control of the country through its proxy, the Taliban. It will increase the threat to peace in J&K manifold. Besides it will also increase the threat of terror across the country.
A new phenomenon witnessed in the last more than a decade has been about the home grown terror. Unlike earlier, the terror groups, especially the radical Islamist, Jehadi groups have been able to create full-scale terror establishment within the country itself, limiting their dependence on external forces only to moral and logistics support. This home-grown terrorism, whether it is SIMI or Popular Front or Indian Mujahidin, has grown lethal in the last few years. They continue to get patronage from operatives based in Pakistan and Bangladesh, but their recruitment, planning and execution etc are locally managed.
Countless terror cells operate in the country today. For each cell busted, several new ones spring up. They receive patronage from politicians to businessmen to underworld to external agencies like the ISI. The recent Hyderabad blasts are an indication that these cells are still very active and capable of executing terror acts.
This is certainly not a good news for India. And the larger picture suggests that India has to deal with this menace for next several years to come. It is in this context that an agency dedicated to counter terrorism need to be envisaged.
Unfortunately in our country counter-terrorism is understood as an issue of policing and intelligence alone. Undoubtedly these two agencies play a crucial role in counter-terror operations. However effective counter-terror mechanism should involve various other stakeholders also. It should be essentially about equipping, strengthening and standing by various stakeholders in countering terror. This is where Chidambaram’s NCTC falls woefully short. It limits itself to policing and justice delivery ignoring the fact that there are several other issues to address.
In any case even to handle those matters it is a futile exercise in a country of India’s size to have a new national agency. We have seen the utter helplessness and uselessness of the NIA in the last 4 years. It is mainly because the NIA is seen by many police organisations in states as an outsider out to step on their toes.
What is needed in our country is a national agency for counter-terrorism dedicated to equipping and strengthening different institutions, agencies and public. Some of the major stakeholders in counter-terrorism are the police, intelligence, judiciary and media. Even the general public, including leaders of civil society who waste no time in extending support to terror and leaders of certain religious groups who advocate terror need to be brought on board. In countries like Israel, which face a daily threat of terror, ordinary citizens, including school children, are sensitized about terrorism. That is why in those countries one doesn’t witness panic if a terror attack alarm goes off. People know how to respond in a calm and orderly manner.
Sensitization is the key to counter terror. Various stake holders in counter terror activities must be fully sensitized about terrorism and how to combat it. The case of Yasin Bhatkal is an eye-opener. The Kolkata Police had arrested him on fake currency charges, kept him in jail for several months and finally let him off not knowing he was the most dreaded IM operative. Kolkata Police probably didn’t understand that drug rackets, fake currency rackets and illegal trafficking rackets are are linked to terrorism. This is what is called sensitizing.
We need a massive centralised set up that can be accessed by various stake holders for information and guidance on terror related matters. It should focus primarily on extensive research, documentation and preparation of dossiers on terrorism. It should run various training and sensitization programs for police, intelligence, immigration, judiciary, media, social leaders, youths etc.
Every officer of the rank of DSP and above should undergo periodic courses in this center so that whenever he gets posted in a particular geographical area that is infested with terror elements, his understanding of the issue helps him enormously. For example if an officer is posted in an area that has large SIMI presence he should not start learning about SIMI and its tactics after joining the duties there. Because there won’t be any facility to teach him either.
There is a major need for sensitizing our judiciary. There is a tendency in the judiciary to look at uniformed forces as perpetual human rights violators. That is not true. But many police officers including senior IPS officers face humiliating situations in front of magistrates and judges. In ordinary cases this can be considered a professional hazard. But in cases relating to terrorism the judiciary needs to be properly sensitized so that there is correct appreciation of the issue. There is a need among our judiciary fraternity for better understanding of terrorism. Also the center, through its research and expertise, draft proper laws for counter-terror activity, lack of which is a major impediment in our country. The center should also implead itself in many cases relating to terror in favour of the State. Normally while the terrorists get a lot of support from human rights groups etc the police get none.
Training and sensitizing bureaucracy and political class is a major challenge. Because one of them believes firmly that they are master of everything from globalisation to gober gas; while the other knows only how to play politics with terror. The proposed center should design courses to sensitize these sections also as they are the ones who have the power of making policies. I knew of a state bureaucracy that refused to release funds sanctioned by central government for the specific purpose of benefitting personnel engaged in counter-terror operations in the state. This is essentially becasue of the bureaucrat who sits in a particular chair at that point in time doesn’t understand what fighting terror is like.
Sensitizing media too is an important aspect. Use of words, phrases, images, visuals… everything needs to be different when it comes to terrorism. Media should understand that the battle against terrorism has to be fought at various levels including minds spaces where there is an important role that media can play. Propaganda is an important tool that terrorists use; hence it becomes an inevitable tool to be deployed in counter-terror operations also. The center can be a great help in developing effective propaganda. Cyber wars are increasingly becoming the forte of the terrorists. We need a powerful cyber army to tackle innumerable terror-sponsoring or supporting websites and other modules.
Technology plays a very important role in counter-terror operations. The center should be able to research, scout for and advise police and intelligence about how best they can deploy technology in their efforts. Globally the counter-terrorism technologies industry is booming today. But sadly our agencies are utterly ill-equipped. They don’t even know what all is available for them to minimize damages and effectively go after the terrorists.
Civic leaders, human rights activists, even religious groups need to be specifically trained in order to improve their understanding of what constitutes terror. The center can plan to educate wider audience like university students, school-going children etc so that this sensitization spreads far and wide and next time God forbid when there is another terror threat there won’t be stampede or chaos. Our doctors should know how to cope with terror incidents that not only cause physical injuries but also lead to mental trauma in a large section of the society. Immigration officials, customs officials, even postal services personnel… everybody should be trained and sensitized.
Such a center can engage and network with global counter-terror expertise and institutions and expose our personnel to their wisdom and experience.
In one sentence, we need an institutional set up that can train each and every stakeholder in counter-terror activity. Such a center, which can equip and strengthen various existing institutions, is the need of the hour… not another central agency, which will only end up in increasing turf war.

Misogyny, Misandry, Deceptive Media and RSS

At the outset, let me share 2 observations from the twitter with regards to the slanderous campaign against RSS chief Mohan Bhagwat.

Now read this hidden and buried resolution “Need to maintain the dignity of Women” passed by RSS in 2008 by its apex body ABPS (Akhil Bharatiya Pratinidhi Sabha), that the Main Stream Media (MSM) would not want or care to publish:

Just to rely upon the laws promulgated by the Government will be self-deceptive. The society must honestly realize that it is created by the institution of family and woman is the pivot of the familyhence a developed society cannot be envisaged without an enlightened, awakened and empowered womanIt is a pressing necessity that families, education system, media and society must change their attitude to ensure a respectful behavior towards woman. The ABPS appeals to the saints and social leaders also to take a leading role in this respect.

Now the shameless deception:

First on Jan 3rd, the MSM twisted the recent speech of Sri Mohan Bhagwat in Silichar where he was responding to a query on the rise of rapes and atrocities against women in India. The YouTube video (7:45 min) conveys the message that Sri Mohan Bhagwat was clearly implying Bharat as values and expressed concern that we as a nation have forgotten human values. Unfortunately it was easy to extract and misinterpret the India vs. Bharat quote by the rabid media people possessed with scavenging instinct. There was a verbal assault on RSS chief and the key point made by Sri Mohan Bhagwat “Besides new legislations Indian ethos and attitude towards women should be revisited” got lost in the shrill accusations. Interestingly, the social media (Twitter, YouTube, and Facebook) came to the rescue and facilitated the truth. Kiran Bedi viewed the original video and tweeted in support of Sri Mohan Bhagwat’s views and commented on the media to rectify its views.3KiranBedi_comment

On January 6th 2013 the venal media was at it again. It unleashed a viral false-propaganda based on a doctored video recording from the “so called” credible news supplier source ANI (Asia News International). In its typical style NDTV picked this up and further twisted the news saying that ‘Women meant to do household chores’: another shocker from RSS chief. The English media attacked RSS chief quoting him in total falsehood that women are bound to look after their husbands by contract, and if they didn’t fulfill their duties, their husbands should leave them. Anti-Hindu, Limo-liberals became ecstatic and were all over the TV shows. They all did a great disservice to the nation by shoving the falsehood and pure lie into the minds of the millions.

If it were the good old pre-internet days like in 90s, the well-wishers and supports of RSS including a good number in RSS would have lost this psychological war of minds and perceptions.  Fortunately we are in 2013; the leftist-socialistic-hegemony, control and gate-keeping of news by few dark-souls are no more the case. Social media has spread wide into the landscape of India (rural and urban) empowering millions of ordinary people including patriots, nationalists, activists and RSS Swayamsevaks. The consumer of news has now become the producer of news and digital content. An avalanche of outrage on twitter and elsewhere on the internet built up pretty fast, thanks to the relentless effort and campaign by patriots across the middle India on Social Media.(You can read a few here SamavadaNewslaundry and Rediscovery of India). This made the main stream media to stop its slanderous tirade and were forced to bend. The media was literally caught with its hands in the cookie-jar. Its addicted habit of spit and run did not work this time. Shameless deception got fully exposed and they were forced to lick their wounds.5Sagarika_sorry_bhagwatji_CB

I would give the benefit of doubt to all those misinformed and ill-informed about RSS and its outlook towards women. Hope one would rectify their skewed perception; and the ignorance and prejudice demonstrated by equating Sri Mohan Bhagwat to Jamaat-e-Islami would go away.

For a RSS worker be it from India or from Bharat, there is no doubt on what RSS stands for and its noble mission of serving the nation. A RSS worker with total conviction says “Apne par vishwas, Apnopar Vishwas, Apne Karya par vishwas” (I trust myself, I trust my fellow workers, I trust my noble mission and work).

It is up to the well-meaning people including those who need not necessarily subscribe to the views of RSS, to see through the smoke screens, facades and pursue the truth. Who a misogynist is, who is a in misandry and who is deceptive, I shall leave it to the reader’s judgment.

The Akhil Bharatiya Pratinidhi Sabha wishes to emphasize that Bharatiya values envision man and woman as fundamentally complementary to each other, who, with a mutually understanding relationship, engage themselves in their respective roles to build a harmonious family and contribute in all walks of national life. Bharat’s history and literature is full of instances illustrating woman’s glory and greatness. In ‘Rigveda’, the oldest treatise in human history, more than 30 women are mentioned as seers who have contributed ‘Mantras’ to it, and its body text amply illustrates the splendid contribution of woman in all walks of life. It has continued since then. It is a fact that nature has ordained certain difference between man and woman. But Bharatiya tradition has never approved of any discrimination against woman, always giving her a place of respect and honor in every sphere of life. Hence it must be ensured that there is no discriminatory behavior against them and their participation in the decision-making process is always upheld.

Luxurious lifestyle has led to gradual degeneration in our social life. Foreign invaders selectively targeted our beliefs and symbols of devotion, and our universally acclaimed values of life started disintegrating. The glamour of materialism made us blind followers of the West, where promiscuity is what we got in the name of woman’s emancipation. The storm of globalization and liberalization led to a craze of turning woman into an object of enjoyment rather than an epitome of respect. The ABPS expresses its concern over the scornful attempts to destroy the dignity and honour of our womenfolk thereby destroying our family system by way of the depiction of vulgar and obscene pictures and visuals of woman in advertisements, magazines and periodicals, news channels, television serials and movies.

The ABPS sees it as regretful that women are being increasingly subjected to indecent behavior  eve-teasing, sexual exploitation, abuse and other despicable crimes. It is deeply distressing that in addition to female foeticide, dowry violence etc; they are subjected to sexual abuse at work places, public places and even homes too. The ABPS demands that the Government must ensure effective implementation of the laws intended for the safety, security and empowerment of woman; as well as those meant for the protection of woman from domestic violence; abuse-exploitation at public places and work places. A strict law, along with an effective code of conduct that would uphold the dignity of womenfolk, should be enacted to regulate the advertisements and programs of print and electronic media.

The ABPS profoundly feels the need for a radical transformation in the mindset of society to bring in a meaningful change in this de-culturising situation.
